Blue Passport  

The Blue Passport is a recognition of people’s involvement in protecting, using, conserving and managing water. At the same time, it's a reminder to fulfil one’s duty towards one’s hydrographical basin. The Blue Passport can be used as a tool to facilitate awareness-raising and decision-making regarding basin issues.

The Blue Passport can be given to:

  • a basin resident;
  • an independent citizen working for water;
  • a person with knowledge to share.

Implementation in Peru

Before it was officially set up, the Blue Passport was awarded to people interested in having a hydrological identity. For the first time it will be used in the context of a referendum.

The men and women committed to the water cause living in the Cachi River basin in Ayacucho will receive a Blue Passport. With this passport in hand, they will be able to give their view on five issues:

  • the creation of a council that will bring together the public authorities from different sectors to coordinate protection of watershed heads;
  • the setting up of a community authority to manage watershed heads;
  • promotion of payment or retribution for eco-system services in the basin, giving priority to the access to water and sanitation;
  • to prevent the development of polluting activities at the watershed head;
  • individual commitment to volunteering four hours a week to contribute to water conservation.

The referendum will be held by March 2016. It will seek to:

  • strengthen basin residents’ participation in decision making around the hydrographical basin;
  • influence decision-making for more sustainable basin management.

The results of the public consultation which will bring together more than 3,000 people will be sent to the Peruvian authorities to be integrated into national and local legislation.

Around 500 Blue Passports have been given to participants in events organised by the International Secretariat for Water and by the International Network of Basin Organisations (INBO).

A Blue Passport for Ségolène Royal

During the COP22 in Marrakech the International Secretariat for Water and its partner the International Network of Basin Organizations handed to Ségolène Royal a Blue Passport, highlighting her important role for COP 21 and her recognition of the importance of water in the fight against climate change.
